This discussion keeps bringing up the notion of a
"Global Namespace" - a concept for which we lack a either
a problem description or requirements. It would be good
to have some idea of what we're talking about, before
talking about referrals as a component of its implementation.

Anyone care to take a stab at either a problem statement
or some requirements - even as a simple bullet list ?
