I think it should be a consideration of any QoS framework as to how it
responds if at handover the next connection cannot match the previous
guarantee, otherwise we might end up with a period of best-effort
service or a lost call.  

Depends on availability of a AR that can provide the service though.
Would it not be better for the MN to go to the more suitable AR straight
away rather than being pushed on by an unsuitable target AR or would
this introduce extra processing, and battery drain, for little real
performance gain?
