when I think of "location privacy", I think of the subject of geoloc - the 
fact that I might not want the store across the street to spam my phone, so 
I don't want to tell them where I am precisely, but when I call emergency 
services I want them to know precisely where I am.

The COA I am using tells them topologically what cell I am in, and 
therefore what general geographic region I am in, but I think they already 
knew that because they knew I was in the same cell they are.

NAT hasn't got much to do with that.
